Louisa B. Higgins is a policy analyst at the National Center for Children in Poverty. She serves as coordinator for Project Thrive, a public policy analysis and education initiative to promote healthy child development and to provide policy support to the State Early Childhood Comprehensive Systems (ECCS) initiatives funded by the Maternal and Child Health Bureau.
Louisa brings a range of direct service and advocacy experience to NCCP, having worked with children and families in educational, health care, and community settings. Louisa received her BS in child development from Vanderbilt University and a master’s degree in applied anthropology from Columbia University.
