Dr. Janice Cooper, the interim director of NCCP, will serve as a panel presenter for an issue forum on elementary school education of African-American children on September 15th, 2010 at the Congressional Black Caucus Foundation's 40th Annual Legislative Conference (ACL). During the forum, experts will explain the importance of reading proficiency by third grade; identify issues that contribute to students falling behind the reading curve; and highlight policy recommendations to reverse the trend for African-American children.
