The featured speaker was Helene Stebbins, Project Director of Improving the Odds for Young Children, and President of HMS Policy Research. Ms. Stebbins provided an overview of the Improving the Odds for Young Children project, including findings from both the state and national policy profiles. She also discussed how ECCS Coordinators can use the Improving the Odds policy tools to strengthen ECCS.
