Idaho has the second lowest income eligibility level for child care subsidies in the country and has not changed the income ceiling from $20,472, or 123 percent of the federal poverty level for a family of three, in the past five years. Income eligibility for health insurance is also low by national standards, but did increase from 150 percent of the federal poverty level in 2001 to 185 percent in 2006. Idaho is one of 12 states that do not fund a public prekindergarten program.
