Legislative Library: State Policies on TANF, SNAP, and State-Level Tax Credits

The Library provides state legislation in recent years that was designed to expand or restrict families’ access to support from TANF, SNAP, and state-level tax credits. Here are some key legislative trends we’ve noted from bills introduced in 2025:
  • Legislation around work requirements is picking up speed, particularly for SNAP, and there are other significant attempts to restrict access to nutritional assistance, mostly connected to purported fraud or restricting food purchases.
  • Most state bills relating to TANF cash assistance aimed to expand eligibility, increase benefits, drop full-family sanctions, or otherwise increase generosity of cash assistance for cash assistance recipients.  A few states saw legislation to restrict TANF access.
  • All of the legislation we collected relating to state-level CTCs or EITCs was expansive rather than restrictive. We provide example bills of states creating new tax credits as well as bills to restructure or increase existing credits.

Using the Legislative Library :
This resource is a standalone Excel file, with filter options for each column. On the “Indexed by Issue” tab we’ve broken each bill down into multiple issues or policy goals, and then placed similar legislation from different states in columns in a row. Not all bills were enacted, but there is language in all of these bills to consider. Legislation to expand access or generosity is shaded in pale green, while restrictive bills are colored pale yellow.
