Decades of research have proven that the environment in which children grows up can help or harm their chances later in life. With that in mind, can federal efforts to preserve or improve public and assisted housing mean better outcomes for kids? Rental Assistance Demonstration (RAD) is one of the U.S. Department of Housing and Urban Development’s central rental housing preservation strategies. It provides financial tools to preserve at-risk public and assisted housing, increase HUD’s program efficiency, and build strong and stable communities.
With three-year funding from HUD, NCCP is evaluating the impact of RAD on the well-being of low-income children living in public housing in California and how the effects might vary by the characteristics of RAD sites (e.g., urban versus rural). The study employs mixed methods, using housing authority administrative data, local school data, and interviews with key stakeholders from selected housing authorities with RAD in California. The results of this study will be disseminated through NCCP to inform policymakers and researchers in identifying effective housing strategies to improve outcomes for low-income children.
